Based on USB sniffer traces Knut Schwichtenberg posted to the AVaRICE
project (and some traces I made myself), and based on much guesswork
and similarity to the JTAGICEmkII, I just added some initial support
for the Atmel JTAGICE3 to SVN.

By now, I'm concentrating on the megaAVR architecture with JTAG
connection path, but other combinations (Xmega/JTAG, Xmega/PDI,
mega/tinyAVR/ISP, tinyAVR/debugWIRE) are already considered in the
code, and will be completed later.

I can successfully set fuses in interactive mode, erase the chip, and
read and write flash memory.  Good enough that I thought it's now
worth to be committed to SVN.
