No. As it has always been with Flash, a new API requires that the SWF
file is tagged with a particular "SWF version", and if a player
determines that it cannot handle that version, it will just not play
the SWF. It's the same thing if you use 2.5D for instance in Flash
Player 10. To be able to use that API (e.g. rotationY) you have to tag
your SWF file as version 10, which means Flash Player 9 will discard
it. So unfortunately you will have to require your users to upgrade,
and obviously that cannot happen while the Player is still just in pre-
release ("incubator") state.
