If I am not absolutely mistaken, gnome-control-center needs the 
gnome-settings-daemon (or similar)
to function.

But there are several other options to change this:

1) Change the default, i.e. when you log into ubuntu, chage the settings for 
the screen and make
sure you tick the "default" box - this wil ask you for your password and set 
the default settings
for the display, i.e. when you log in under awesome, they should be there 
(worked under fluxbox)

2) use xrandr to change the setting. xrandr is commandline, but there is also 
arandr, a simple GUI
for xrandr.
