That has been discussed multiple times in the past. As far as I can
remember, the outcome was that this bug workaround for certain window
managers would break working ones: Clients shouldn't implement or override
window manager behaviour for the benefit of some low-quality window
manager implementations.
I.e. the only way to fix the window manager behaviour w.r.t. urgency hints
is to actually fix the window manager that annoys the users with the bad
behaviour.
This is not different to other similar cases, where clients shouldn't
hardcode e.g. click-to-focus behaviour but leave this to the wm.
One could talk about other ways to reset the urgency hint that work better
with those wms, but simply losing urgency hints is not an acceptable
solution.
