This is not true. The empty <a> tags produce warnings in HTML5 validator:

The warnings in the link above are about "name attribute" which was
deprecated and obsolete in html5. And this is one of the warning which
is reviewed here. I suggest you to check the files which are under
review after the current patch applied.
