Although this script is not so important in the overall toolset for the Axiom source distribution (being only a consequence of the standard implementation of noweb), I think the noweb filter script itself should be a chunk in the main 'Makefile.pamphlet' and adequately explained there in the context of the discussion of literate programming and the choice of noweb. This is where any maintainer is most likely to look first in the case of a failure of this kind.
