Basically, at the moment, we give the repo location as a parameter. With this
new proposed model, the location of the axis2.xml would be provided. And the
axis2.xml file would provide the location of the services and modules to be
deployed.
In sysnc with the current model, if the axi2.xml file do not provide the
location of services or modules, then it would be assumed they would reside in
the folder same as where axis2.xml is. This way we should have backward
compatibility. Also, we need to make sure, if the use provides a folder name,
in place of axis2.xml location, then we should look for axis2.xml file in that
location. This again ensures backward compatibility.
