You might also want to check out VTD-XML's XPath engine which performs
extremely well against other XPath engines.

Not really. The XPath impl is part of AXIOM, which is the XML infoset
model used by projects such as Apache Axis2/C, Apache Rampart/C and Apache
Sandesha2/C :). As the AXIOM is still part of Axis2/C, obviously the
proposed XPath impl will be part of Axis2/C.
If it is so, should the API be tailored for the requirements of Rampart
(perhaps, slightly deviating from XPath API structure in Axis2/Java)?
Nop. Not at all. Rather Apache Rampart/C can be used to try out the
implementation.
