The current dynamic proxy client implementation does not support creating a
SOAP 1.2 request message. The infrastructure is there in the message model, we
just need to wire it up in the proxy.
This also requires fixing the metadata layer to read the soap binding transport
URL from the WSDL.
I am working on this and should have some code to drop later on this afternoon.
