First breath for the JAX-WS XML/HTTP implemetation.
Summary of Changes:
* Provider<String> for XML/HTTP Payload Test
* Dispatch<String> for XML/HTTP Payload Test
* Changes to the JAX-WS runtime to make this simple test work. The
payload is stored in a "soap 11" envelope, which mimics the Axis2
implementation of REST.
* Small change to the TransportUtils to detect WSDL 2.0 REST.
