If policy is attached using a serivces.xml the those policies should appear in
the Axis2 description hierarchy instead of the binding hierarchy.
For instance policies that are includes inside the <service> element ( service
level scope) should appear in the <wsdl:service> element instead of each
<wsdl:port>.
If a policy that are include inside the <message> element, it should appear in
the appropriate <wsdl:input> or <wsdl:output> element of each <wsdl:portType>
element.
