+1 if this does not break any other tests.
However since this a gray area of the specification and some customers may want
a thrown exception, can we make the behavior dependent on a toggle.
Perhaps a new property on the RequestContext ?
If you agree, please open a follow-up JIRA to add the property or toggle.
