+1.  I think that we could very easily see an Apache Web Services project 
that contained a number of subprojects.  Specifically, I could imagine 
that much of the Axis functionality could be broken up into subprojects: 
1) a lightweight soap parser, 2) a chaining/pipeline/dispatch framework, 
3) jax-rpc client and server implementation, 4) jaxm client and server 
implementation, 5) wsif, 6) common code library.   I think we'd actually 
get a lot more done faster if we broke this up a bit more.

Regarding WSIF, one key advantage that incorporating WSIF into Axis would 
be that it would finally help to realize the original Axis goal of having 
a non-soap specific message API.  The SAX-based SOAP parser would be 
implemented under the WSIF Message API which is designed completely around 
a WSDL view of the world (e.g. messages with parts).  IMHO, this is a very 
important goal.

I had suggested that Paul NOT do this.  I have seen too many proposals get
mired up in discussions because the person who made the submission
expressed an opinion about the project structure before being perceived as
a part of the team.

Long term, I'd love to see a WebServices project parallel to Jakarta and
XML.
