[WSIF/VOTE] Promote RC4 to 2.0

There are no issues I'm aware of to prevent the RC4 being promoted to 2.0.

I propose we tag the WSIF_2_0_RC4 tagged files with the WSIF_2_0_FINAL. Then
post a note to [EMAIL PROTECTED]
