look at org.apache.axis.utils.Admin class provided in axis code, it works as
a Message service,

The message example uses a Call, but if you examine it, it doesn't 
provide an operation name, and you give it a bunch of w3c.dom.Elements 
to form the body, so it's essentially doing a document style invocation.
