Perl, by its very nature, makes this almost impossible. However all is not 
completely lost - there are "options".

1) Use Inline::C or XS and ship a pre-compiled binary (that's probably easier 
with XS).

2) Use some form of encryption and a Filter:: module - these should work but I 
haven't tested them under mod_perl. The Filter module contains an example XOR 
encryption module.

3) Use obfuscation - there are various tools out there to turn Perl into what 
looks like line noise, but is in fact the same code with all the whitespace 
removed and variables and functions renamed.
