Depending on where you get the RPMS from, yes. I suspect you're getting them from xmlsoft.org's FTP site. You have two solutions. Download 2.4.26 which was the last version built for glibc-2.2 or download the source RPM (.src) for 2.4.27 and rebuild the RPMS on your system which will then properly require a link to glibc-2.2. Rebuilding requires various development libraries and python (although if you found the appropriate parts in the RPM build file, you could probably remove the dependency on python).
