So, given the above, what features would everyone like to see? Is it even worth creating a Tablib?
Feature-wise I'd think 1) fine-grained control over those headers and 2) simple high-level elements for "never-cache-this" or "cache-this-until" would be great. The ability to collaborate with AxKit's cache could be nice in some cases. I think it's worth writing a taglib because a) it means people don't have to think about it and b) it makes integration with AxKit easier.
