You don't :-)

Instead you manually download the latest libxml2 and libxslt from
ftp://xmlsoft.org/ and install the *tarballs* manually. Note: don't
install the RPMs.

Then try the XML::LibXML via CPAN route. If that doesn't work, download it
from CPAN and try a manual install with DEBUG=1 passed in, so we can see
why it fails.

Sorry this has become such a hassle for you, but I assure you it *is* Red
Hat's fault. The reason you'll find Java stuff easier is because Sun
invested millions of dollars to make sure of that.
