Most people prefer HTMLDoc because the input is HTML 3.2, which they can generate very easily. However you definitely have more control of the output via XSL-FO (and PassiveTeX).

If it is does anyone have some simple xsp fo xsl files I could look at? I'm not asking for anyone to do my work but a few simple files I could look through would be greatly appreciated.

Try google for xsl-fo examples. There are hundreds on the 'net. w3schools.org might be a good place to start.
