Maybe I don't remember my English correctly.... Isn't nationality have to do with what country you are from? If I pack up my bags and move to China and become a Chinese citizen, I'm still an American national, am I not?
I'm pretty sure there were many years where conscription was in place. As immigrants from ANYWHERE arrived in America and it was determined by the immigration officials that they could be avoiding conscription (intentional or not) they were not allowed in. I think I got that info from one of my naturalization books. As for the name changes, there are many reasons. Not all have to do with conscription.
