They did make mistakes on the ship manifests.  For example, my  
grandparents moved from mainland Portugal to Brazil in the early  
1900's where my father was born.  They moved back to Portugal two or  
three years later.  When my father emigrated to the US from Lisbon he  
was listed on the ship's manifest as:   skin color, black; eye color,  
brown; hair color, black.  My father was white/fair skinned, blue eyed  
and had reddish brown hair!!  I called the National Archives to report  
the error but they said nothing could be done.
