I think the best thing to do for those experience problems is to email the CCA (English is fine) and tell them what is wrong. I'd do it step-by-step so the I.T. guys know.
Example: I have having problems with your web site. Can you please look into this? I go to http://pg.azores.gov/drac/cca/ig, and I click Registos Paroquias > Calhetas (Velas, whatever) then I see ______. And then write what you see. It just seems to me in reporting problems to various places that if I don't tell them what I'm clicking on (in that exact order) that they can't see what I'm seeing nor do they know what I'm taking about. So I write out each click with the > denoting the next step. I.T. guys seem to understand this. Just my experience/suggestion. Do what you like.
