Suzanne, It's one of those cases such as Los Angeles is in Los Angeles County. Velas (the city or "vila") is in the council (or county) of Velas. Go to the CCA web site, click on the Parish Registers on the right, then look for Sao Jorge (island) and click on the council of Velas, then click on the freguesia of Velas on the next page (last one). Looks like this freguesia is still coming online.
Once upon a time, the records were in order. The priest wrote them in the book chronologically. However, over time, the bindings may have come apart. They try to keep the pages in order, but once in a while they are out of order. Sometimes it is noted in the filming that the pages are out of order.
