Some of those anotations on the margins of a record refer to the fact that a 
certified copy of the document was made for official purposes (aplying for a 
passport for example and other uses, of course).

Terri,

I think it just means a certificate was issued.  If a marriage or death was 
noted, it was written in the margin, not just a certificate was issued date.  
Maybe others can shed more light on this.
