My biggest problem is the fact that there are a lot of Vargas' and at least 
 one or more Manuel's in each generation.  The Manuel that I am looking for 
 came from a family of fourteen children.  It looks like some did not reach 
 maturity since there were two Manuel's and two Francisco's.  Thank you for 
 the lead, I am going to check it out.

Death Records (1940-97)?  There are 11 listed for Alameda  County,
though you may want to check for other counties just as well, in  case
he  moved.
