Cheri and Shervoy, You are most likely correct, Frank did come over on a whaler. You might try the Whaling Museum in New Bedford next time you are in the area. To try and research Faial records looking for a Francis/Francisco b. abt. 1840 with parents Joseph Francis and Antonia but without a parish is like looking for a needle in a haystack. Best bet - someone who has already researched this family. I will keep looking though to see if I can find a ship's manifest. I found one I was recently looking for in 1860's.
Moses Howe, clergyman, New Bedford was already 80 years old in 1870 census, so he was 85 when they married. He had been a clergyman at Seaman's Bethel 1843-1858.
