Sam, Under the Family Finder > Population Finder, you will find the Frequently Asked Questions (FAQ) section. When you click on that, you see the populations that were sampled. For Western European, they sampled Spain, Orkney Islands (they are to Scotland as the Azores are to Portugal), Basque, and French. That is why the map does not light up for Portugal.
A lot of the Population Finder results are coming back with Middle Eastern. When I spoke to Bennett Greenspan, president of FTDNA, he said that they are working on the Population Finder portion. I'm guessing that they will have news for us admins at the November DNA conference. I would guess that changes would be rolled out the first of the year. Yes, your DNA results would be just a little bit different than your brother's (assuming that you are full siblings), as it is random.
