Are you sure he was from Rhode Island? I show him living in Fall River, MA and enlisting in WWII. He arrived in Boston on the ship SS Romanie from Sao Miguel on April 23, 1906 with a man named Francesco Rego and 7 other passengers with the last name of Cabral. Manuel's estimated birth year is 1886.
Could possibly be a different man, but the dates, names, and Sao Miguel link would seem otherwise. You can find this by performing a quick search on ancestry.com. All of his military records and ship lists are there.
