The CCA (or Cultura Azores) is like their National Archive.  I don't
understand why someone would contact a National Archive to file a complaint
when it needs to go to the Better Business Bureau (BBB) or a like entity
that they hopefully have there.  Can you elaborate further on why the CCA
could help resolve a consumer problem?  Maybe it's way different over there.
