Nancy C, Some of the problems are Gedcoms. Some of the problems are people tested their 1st cousin (for example) and they don't know what to do with the matches that are not on their common side. So they ignore them. Some people still think it's like it is on TV...take a test and a magic page will appear with your family on it - no work required! Nonetheless, it's a good roundtable discussion among the admins of how to get our participants to participate in Family Finder or to get them to network with that non-common side of the family so they can refer those genealogy questions to that other person.
