People will have to wait for the paper to come out that will explain things. Populations used, methods, reliability, standard deviation (I'd think that 1-2% would most likely fall within the standard deviation), z-scores, t-scores, ANOVA...it's pretty hard for me to remember that stats class.
In the meantime, I'm sure some of the big name genetic genealogists will be blogging about this and most likely have access to the scientific papers.
