Yes, they still need to upload those for both Horta and Angra. Only Ponta 
Delgada has passports on-line.

They could also go back, and re-upload some books which frankly are almost 
unreadable nowadays.. I've seen books whose images are basically thumbnails 
of the real image, like this one:

A lot of parishes also need to be covered from about 1905 to 1911. The law 
in Portugal states that every five years, all the books older than 100 
years need to be turned over by the civil registry offices into the 
'district' archives. At this point, it would be expected that all the books 
from up to 1910 would have been delivered 4 years ago. In practice, no one 
seems to understand who pays for the transport (the civil registry or the 
archive), so in most cases the books are just left there waiting for the 
competent authorities to pick them up.
It's possible that they were already delivered into the Horta, Angra and 
Ponta Delgada archives, and that they'll now be scanned.

Keep an eye on http://tombo.pt/en which should be able to tell you when 
that happens. I may remember to post an announcement here, also.
