I live in Portugal and am a citizen of the USA and a tax resident of Portugal and I think your friend was either given incorrect information or misunderstood. A US citizen has to file a tax form no matter where they live and depending on status and filing method they have to pay to the USA or to Portugal as a tax treaty country. They do not have to pay double taxes. They will have to pay taxes to one or the other or both; but the cumulative total will not be greater than the taxes they would pay in the highest tax jurisdiction unless they file incorrectly. I pay taxes in both countries but not at a double tax rate. I am a financial analyst and have a recommendation for a very good accountant here in Portugal if they need one. She costs 20 euro 9not a misprint) for a simple filing and 1000 euro for a business.
