A friend of mine has Portuguese and American citizenship. She has to pay taxes in both countries. She a while back she sold property in Portugal for $100,000 and paid taxes on the sale to Portugal. The taxes she had to pay to the U.S. for this exact same sale was based on $200,000 because of the rate of the euro to the dollar.
