Cheri, Tyler. You can get them on line at Portal do Cidadao. I am registered and can get all my certificates on line within a couple of weeks from time of order. It will require an understand/knowledge of portuguese but you can contact them and they will help if you experience difficulties.
Any one can sign up, there's no restrictions that I know of. You can order birth and marriage records and also the same from the civil registry.
