The newspaper includes lists of those who were approved, those who needed to submit more information, and those rejected. Your translation tells me that there was a meeting where the names were made public.
The majority of the names are Portuguese. So either this offering was only to Portuguese or whatever group was in charge of the meeting and application process was only concerned about the Portuguese community.
