The CCA is complete for ALL islands. I'm pretty sure the site is finished with everything they planned to upload. It is my understanding that nothing new is planned.
As for moving from island to island, it depends. Some of the central islands are close together, so some movement can be seen between those islands more so than seeing people move from Sao Miguel (they are more likely to move somewhere else on Sao Miguel lsland in my opinion).
