Yes. Rosemarie has tested herself and her brother. They are half Italian and half Portuguese. One of them seems to get a few more Italian matches than the other (who I guess gets a few more Portuguese matches).
You and your sibling got 50% of mom and 50% of dad, but you didn't get the same 50%. When you divide and go back in time and are looking at that 3.125% of DNA, you definitely didn't get the same. It could really help!
