Yes it likely is April instead of March as I first thought.. The "A" and "b" together in such compact writing can take a shape resembling an "M". That explains why the next-to-last letter has a dot above rather than a cedilla below. I have tried to make the last word in the year "nove" but I just can't. It still looks like oito to me.
