They generally went to Terceira but I have found them in Horta also. I would start with the Angra, Terceira passports and if you don't find them there look in Horta's. Remember that some men just took a little boat out to the steamer or sailboat to avoid being drafted into the service so they didn't get a passport! Also if they were whalers, I've not seen them listed anywhere either.
