Yes, you have to write to the Civil Registry (like an American county) for the record for your freguesia (village).
I would say that there's a mistake in the email address. I think it may be: [email protected]. But I don't want to send you on a wild goose chase, either. I'd hire Joao Ventura, the archivist, to retrieve it for you. You can email him your ancestor's information and vital dates with your freguesia of Rabo de Peixe and ask him for his rates. I don't know how long his waiting list is, but I'm sure he'll let you know. [email protected]. He is bilingual. You can write to him in English.
