The Catholic Church requires the God Parent to be a practicing Catholic who has received the Sacrament of Confirmation. The Bishop having jurisdiction sets the age at which one can be a God Parent. Currently, in the United States, the age is 16 years old. The age at a different time in the Acores could very well have been lower. Much would depend on when a person was confirmed which was generally around 12 or 13. So to answer the question it is possible for a 13 year old to be named a Godparent.
