I think KBAR כבר (to me an obvious variant of GBAR) in Qohelet 9:7
is here in the sense of "actually".
The gist of verses 7-10 is clear: The enjoyment of life is a gift of
God to the living, a sweet reward for doing his will רצון in
maintaining, and propagating, life.
