I've had success in the past when I've wanted to /cover/ a surface randomly by splitting it into a grid of 1/2 the size (on each dimension, so 1/4 of the area) of the smallest image, then putting one image at a random position in each cell. It does seem like there might be an algorithm that is less prone to almost-entire-overlap though.
