Remember also that the BBC doesn't own all the rights to all its programmes (despite them trying to slip a contract term by the Writers' Guild every so often to take them all over). There are plenty of writers and performers who rely for their living on fees from broadcast and re-broadcast of programmes plus associated video, DVD and CD sales, and they would also have to give permission for their property to be given away for free before the BBC could give their consent to this sort of project. Presumably such permission has been obtained for the programmes that are being used for the podcast trial programme.
