I'm not sure - I know there's been a lot of discussion going on behind the scenes, and these are the kind of HPI's I was thinking of below.

Is there not going to be an issue with redistributing Met office data?  I recently looked into getting xml weather data feeds directly from the Met Office and it is by no means cheap!
