Google did this - extracting the closed-captions (American standard for subtitles?) from selected US TV channels and indexing them along with screengrabs of the video itself. Worked very well, although of course you couldn't then go on to view the video unless you were in the States and had access to the channel's back-catalogue.
Not sure what happened to it though - can't seem to find it on google.com. I guess its been drowned out by Google Video & YouTube.
