I think its misguided for the BBC to require any particular kind of technology, since it is a publicaly funded organisation it ought not to exclude members of the public for using any particular software. This applies equally to accessing its services and to entering its competitions. An exception to this might be requiring the use of BBC technology (assuming it is free software) - so for example, a Kamaelia competition.
