I have created an iPlayer streaming proxy for Unix/Linux/OSX/Win32 to do just this. Not actually tried it with an Apple TV box (I don't own one) but it does stream mov, flv, mp3, aac from iPlayer flash programmes, local files and BBC live TV/radio streams. google for 'Web PVR Manager'.
